United manager Erik ten Hag has decided to strip Maguire of the captaincy.
The Sun has reported that Tottenham are among the clubs who want to sign the £200,000-a-week England international defender in the summer transfer window.
Chelsea, Newcastle United and West Ham United are also reported to be keen on the 30-year-old.
O’Hara said about Maguire: “For him personally, I think he should leave.
“I think if they are taking your armband off you, you are not part of his plans.
“You have hardly featured last season. Luke Shaw plays in front of him. You need to get out of that football club.”
When asked if he would take Maguire at Tottenham, O’Hara said: “Yes, I would because he is better than what we have got. I think he is better than what we have got.
“Absolutely (I would start him). I would play him and Romero at centre-half.”

In our opinion, Tottenham Hotspur should seriously consider a bid for Manchester United defender Harry Maguire in the summer transfer window.
Erik ten Hag’s decision to remove the 30-year-old from the captaincy shows that the Manchester United boss does not plan to use him regularly in the first team next season.
There is speculation that the Red Devils are ready to offload Maguire this summer.
The defender may not have been a huge success at Manchester United, but he is a very good player who is at the top of his game.
Maguire did well at Leicester City and plays well for England.
And he is still only 30.
We believe that at the right price, the defender would be a very good signing for Tottenham and would make them better and stronger at the back.
The defender would enhance Tottenham’s chances of finishing in the top four of the Premier League table next season and would be a leader in the team.
